Where can I find Wisconsin winter parking laws?

Okay, I live in Grafton, and I was wondering what the winter parking laws are, and if they are still applicable. My situation is that I got home at 3 AM, and I couldn't pull into the driveway because my sister had parked in the center of the driveway. I wasn't going to wake her up at that hour just to move her car, and I don't know where she keeps her keys, so I parked on the street. I checked my car at 11, and I found that I had gotten a winter parking ticket. From what I had heard, winter parking is only to keep cars off of the street so that it can be plowed, and only overnight parking is what warrants tickets. I plan on contesting the ticket, because my insurance will skyrocket, and I feel that I should not have gotten the ticket. Where can I find the applicable laws for my situation?

No such thing as "wisconsin winter parking laws" for parking on a city street. What you're probaly looking for is the GRAFTON parking ordinance. So go to GRAFTON town hall and ask. I'm sure you will find parking is prohibited between date x and date y OR between time x and time y. Clearly , you violated the overnight parking ordinance.
