Is it legal to sit in the middle of a road that no cars are on?

My friends and I were long-boarding earlier and we got to a big hill down the street from my house so we would take turns filming each other, 1 Person long-boarding fast and doing stuff, 1 Person on another Long-board with A camera right behind the other, and another person sitting in the middle of the road holding the camera right above the ground to get a stationary view. We would always wait for there to be absolutely no cars on the road before anyone would go out in the road. It is a 2 lane road that is 2 miles from one end to the other and has no major roads in the middle. While we were filming a Cop came by and asked why I was in the road and sitting in the middle to which I replied That I am filming my friends and he said it is illegal to sit in the road, but he was very rude to me and as far as I can see by all the laws that I have seen in Washington the only thing that could have been illegal is if I was slowing or stopping traffic which we were no doing at all since there was probably 10 cars that drove by the whole 2 hours we were out there! I am wondering because we want to go out again and film more tomorrow but I don't want to get in trouble by the cops. One of the people with me has taken a multiple college law classes and doesn't know of any laws that prohibit this as long as were not being loud or stopping cars. I live in Kent, Washington, 98031, and the road that I was doing this on is 100th avenue Southeast. Put this into Google Maps to view the road ( 100th avenue southeast kent wa 98031 ) So is there a law against sitting in the road while there are no cars coming or going either direction on the road? How can I report someone who is abusing disabled parking privileges in Washington state?

I live in an apartment complex and have noticed that people park in the disabled parking, without a disabled placard or plates or tags indicating they are disabled and they even park in the disabled parking's walkway which is marked with white lines which to any responsible driver means that isn't a parking place. Now, there is limited parking here and the former property manager has always allowed people to park there and has even asked the police not to ticket cars illegally parked. The new manager, on the other hand, has offered to send out warnings to the violators. I have called the police several times about this and it still goes on. I am getting tired of it because my friend is disabled and these people are blocking his access to his disabled space and blocking access to the walkway which he needs to use. I have tried to find where, online, I can file a complaint on the state level (in Washington State) or even just the city (of Kent) or county (King). I can't find any method by which to take action against the property and all individuals who have failed to enforce the ADA act where it applies to fair access to the disabled. Can anyone help with a recommendation?
