I know the big chain car rental businesses wont rent to anyone under 21 for the most part. I need to find a car rental place near Burlington Vermont that rents to 18 year olds. I will be flying out there for 4 days and need to get around.. without having to pay bank for a cab and Vermont is a very rural state for the most part so there's a lot of driving to get to the big places where I want to go.
