If you can't afford to get it inspected, the last thing you need to worry about is specialty or personalized license plates.... Stick with the "normal" registration and "standard" plates (plenty of styles are available) until you have the car for a few months or a year. THEN you can think about personalized or specialty plates. Now, the DMV in TX does not list cartoon plates... they do have many others available for $30-40 each (colleges, Pro-teams, community organizations, etc.). These prices are above normal registration costs. They are valid for one year. My personalized plate renews every December (for the next calendar year) and costs $40 above the normal registration fee.
