What can I do about cars constantly speeding through my neighborhood?

I live in a residential subdivision in Livonia, Michigan, where the speed limit is 25. There are quite often cars doing at least 35 or 40 down some of the streets. Today while riding my bike, I saw a Mini-Cooper car doing about 45 down the street I was riding on, and last month a Mustang got a ticket for reckless driving for doing the same thing. I've complained to the police, but they don't seem to have any long-term solution. The portable radar speed display and speed limit sign only works for the 2 or 3 days that they keep it there. Once they take it away, it's back to the way it usually is. I have an idea: I was thinking about getting a 7-foot long 2X4 board of wood, and pounding a bunch of big nails through it. The next time I see a car speeding or hot-rodding down my street, I will shove the board out into the street so the car runs over it and blows out all his tires. Could I get into trouble for this? If so, what penalties? He can't go to the police without admitting he was driving recklessly, or the ticket and insurance rate hike would likely cost far more than a new set of tires. There are a lot of kids in my neighborhood, especially now with school being out. We also have a community swimming pool for the subdivision residents nearby. Lots of kids there too. I'm 15 years old.

I'm driving my car with 4 other friends, and my BFF is driving hers with 3 others, for a total of 9 people. We're all 17 or 18 years old. I want to listen to bluegrass and southern gospel music the entire time while driving. But I don't think any of my friends would like it, and I can't stand any of the garbage that they listen to (pop, hip-hop, rap -- Taylor Swift, Lady Gaga, Ke$ha, Justin Bieber, you name it, whatever is hot today). I am throwing a going away party for a girlfriend of mine (early 20's) And would like to do a scavanger hunt

I got this idea from a bachelorette party I went to, the host split all the girls into groups of 3-4 and gave each driver an envelope which contained a riddle or a rhyme which each group had to figure out what the riddle meant and drive to the place where the riddle led them. Like if it was a riddle containing clues for the bowling alley then you drove to the bowling alley and all the girls had to get out of the car go into the clerk and do a dance or something silly to get there next clue. and so on and so forth. each team started with a different clue so each team was in a different place at first but we ended up crossing paths a few times throughout the hunt and blocked each other in the parking lots so they wouldn't get ahead of us and just had a blast and I was looking to do something like that for my gorlfriend who is moving to Chicago in a couple of weeks but I don't know where to start or how to do it my self. How much does being near a freeway affect the value of a home?

There's a house in Livonia, Michigan that is a few doors away from the service drive to the I-96 freeway. It's a 3-bedroom, 2-bath brick ranch with a 2-car attached garage, family room, and fireplace. It also has a finished basement. Similar houses in the neighborhood would sell for about $140k if completely renovated and painted. This house also backs up to a Bob Evans restaurant, and you can look across the backyard and see Costco and Home Depot in the distance. How much would this affect the price of the house compared to one that's further back into the subdivision? I would imagine that the freeway noise would be a turn-off to most buyers.

There would be many factors that impact the location of this property making it undesirable to a large portion of the market. Being surrounded by retail stores means heavy traffic, restaurants usually mean rodents and garbage, freeway means noise and air quality issues. I would check the tax assessment of the subject against the other nearby (but unaffected) properties and see what the difference is. If the others are assessed at $120-$130 and this is at $100k expect a 20-30% market value decrease. Also check homes with similar location defects to see how much they sold for, even if they are not really close, the defects (that is the term appraisers and mortg people use in these cases, not meaning any offense) have similar impact no matter the other good qualities.
