Landlord Abusing City Power to have our car towed, who should I contact?

I rent from a church in Ashland KY and the lady I deal with for anything regarding something a landlord should know also works for the city. This lady went to her buddy in the city code department and personally requested that our car be stickered for a tow in two weeks. He mentioned conflict of interest but she laughed and said it's technically the church's property. Our car is broken and we are moving in two months and are trying to sell it as-is. Here you can't renew your tags unless you have insurance. The church never said anything about not liking the car sitting there in our designated parking spot and it is not her job to police our car! I know this conversation happened because I have a fly on the wall that hasn't signed a confidentiality agreement. This lady came in the next day and asked her to sign one because now she's obviously scared. She also lied about why she would have to sign one which would’ve been another crime but that’s beside the point. I've given these guys absolutely no reason whatsoever to stab us in the back, she is just being underhanded and sneaky, but is also stupid. What really gets me is that we just moved out of the homeless shelter that is directly across the street and they know this. We bought a lemon of a car from a lady that worked there believing it was reliable and were fooled. We have been on foot the last 6 months trying to gather funds to buy something else and still keep up with bills. We are down on our luck quite a bit the last couple of years and we have two small children. Why someone who is supposed to be Christ-like would want to do this to us is completely beyond me….. besides the part where she would be making money for her buddies in the city by having the car towed. It’s the only thing I can think of. When I confronted her she just lied but did so nervously. I’ve never spoken to her and had her sound so nervous before…yet she still lied even when I begged her to tell me the truth and why. I probably would’ve worked with her had she just worked with me and been honest and we’d just move when the lease was up. My question is who should I start contacting about this? I'm not about to let her do this to me when we have been the best tenants they have ever had in that house. I have to go around her and possibly around everyone in Ashland and possibly everyone in the state of Kentucky. I'll even write the white house if it means catching more people up in these white collar crimes that go on all the time. I’ve made a few calls already but I think I need a better grip on the proceedings. Any info is appreciated.. thanks! We are going to do something with the car, even if we do have to junk it.. I am not worried about it. It sucks but I will not let it be towed. I just want to start telling the right people about it to possibly start an end to all this. I'm not trying to save the world but I think I have a real story on these people so I want to voice whats going on... even if all that happens is people hear about it. They may stick together, but many of these situations are backfiring all over the country. I don't feel like it would be in vain. She personally requested this as a favor that it be done. Legal or not, she had no reason to backstab us and report it. Cops and city workers are near my car all the time, its THEIR job to sticker it, NOT hers. Even if the church was asking her to do something why wouldn’t she simply say something to us instead of asking for a favor from an official? Writing letters will not make a fool of me, it will make a fool of her church and this city. It’s not the only thing going on.

This is probably not what you want to hear but your smartest move is to move the car, sell it or scrap it but move it because suspecting something is not the same as proving it and government employees will stick together.~

My question involves a driver's license issued by the State of: Kentucky My name is Kelly. I live in Russel Kentucky. I am married and I got married in December of 2011. I work in Ironton, Ohio at subway and my husband works in Ashland. Here is my problem. I need a drivers license. Like I said I work. and its not very close to where I live. My husband drives but there is no way that we can continue rushing for us both to get to work on time with only one driver. I am not in school, more did I graduate and according to the no pass no drive law in Kentucky minors can not obtain their driver's license without being in or finishing school, or getting a GED. But there's no way I could get my GED without a license due to our work schedules. Anyway, I just moved to Russel which is in greenup Co KY. I moved from Ashland KY where I called the Boyd Co courthouse which is where you get your permit up here. and I told them my situation and I also told them how my husband should be leaving. for the military and I would have no way to get around. She told me it was fine and because I was marries the no pass no drive law didn't apply to me. So the next day I go in they told me my husband couldn't sign for me (because I'm a minor someone has to sign for me) and then informed me. since I live in Greenup Co I had to go to that courthouse. So I called the Greenup Co courthouse and some lady told me that I would not be able to get a license because of the no pass no drivwlaw. None of this is making sense. I have my own place a job a car a husband but I can't have a license. I don't believe this is true. The experiences I've had with courthouses here have not been good. Every times I speak to a different person I get a different answer. Please help me. I'm just trying to make it in life. Sorry if anything is misspelled. I'm using a very complicated phone. I thought I had it on there. I'm 16 by the way. GASP! I know. but anyway. I can't find anything online that could help me obtain a GED. and that's not very expensive. I'm just starting out, remember?

Not a simple question... From this site... http://transportation.ky.gov/driver-licensing/pages/no-p ass-no-drive.aspx This would appear to be the key question/answer. Q: If a student has already dropped out, graduated from high school or is working on their GED and is 16 or 17 years old, what do they need to take to the clerk offices to obtain their permit? A: The regulation states that a minor shall submit to the clerk one of the following: proof of graduation from high school, proof of having received their GED, or a School Compliance Verification Form. Looking at the rest of the info on the website it looks like you either have to wait until you are 18 (I know you don't want to do this), Graduate High School (Not as easy as it sounds), Do the GED (time and money ) or find another way... Did a bit more digging around and found this... "Kentucky, Louisiana and West Virginia students can apply for economic hardship exemptions if they need to drive to jobs that support them and their families." This may apply to you even though you are not a student. Make sure you call the courthouse before you go down and ask what exactly you need to say when you get there and write down who you spoke to.
