After doing some research i have found that in may of 2010 the new law was passed stating that for the first year the fine would be 5 dollars and the second year would be 10. ($5 in '10, and $10 in '11) Now what I'm wondering and have been unable to find if on older cars that have two seat belt parts (one across the lap, and one across the chest) what must you be wearing for it to be legal? Is it legal to only wear the lap belt? Is it legal to only wear the shoulder strap? Or, to be legal you must wear both parts. Your help is appreciated. :)

You must wear all safety belts that were installed when the car was new. You can't modify the safety belts, or remove them. And they must be serviceable. A broken lap belt is a ticket for no lap belt (for example). If the car was equipped with no belts, then no belts are required (very old cars) If the car was equipped with lap belts only, then lap belts only must be worn. If the car was equipped with lap and shoulder belts, then both must be worn. And the law is applied statewide, not just in Topeka, KS.

When my daughter was out of state at college and her plates were due, I went to the DMV and told them what was up and they just had me sign an inspection waiver and sold me a registration and tag's for the plates and I mailed them to her. Contact the DMV in Kansas. "Maybe" they can mail you a waiver then you can sign it and mail it back with a check. Then they send you tag's.
