who do i contact about road conditions?

My location is Crawfordsville, Indiana and i live outside of town. my road is in horrible condition, it is not pot holes. the road seems to be falling apart from underneath, or another way of describing it is it looks like something was underneath it and it pushing the road up and tearing it apart. you cannot drive on it without bottoming out and i want someone to pay for the damage done to my car. is there someone i can call or email or something?

Is it a local, county, state or US highway? If it is local, call the town. (see link) If you live outside the jurisdiction of a town, then call the county. If it is a county road, call the county's highway department. State? State Dept of Transportation. US? Congressman.

How to get rid of my car with no way of getting title?

ok here's the deal, I bought this car in Arkansas because I was staying there, the guy gave me a title and I moved to Indiana. When I went to the DMV to get plates I found out it was the wrong title, it was the one the dealership gave to the guy. So I called him and told him it was the wrong one, he says ok mail it to me and I'll send the right one. That was in January and he still hasn't sent me the title. He avoids my phone calls and I have no way of getting ahold of him. Obviously I can't drive this car with no title so I want to get rid of it. How can I get rid of it without the title? Is there a junk yard or anything that will take it? I live in Crawfordsville, IN if that helps at all. Oh, and I have went to the police and they said I would have to hire a lawyer and all that happy jazz that I can't afford. please help!

Go park it in a handicapped zone and let it get towed. Who cares, it's not your car. OK, not a handicapped zone but how about just leaving it at the mall? You're not going to be able to be linked to the car as you couldn't ever title it or get plates so any fees associated with illegal parking will be the owner's responsibility. That being said, the guy that "sold" you the car was probably a criminal. Dollars to doughnuts, I'm betting you're in possession of a stolen vehicle. If you want to go about this the legal way you can sue the guy that sold you the car. But, if it was stolen, good luck getting anything from the criminal.
