Pennsylvania: cars with plastic bags or shirts in driver's window?
Question:
I've been in Pennsylvania recently, and I repeatedly saw cars parked on the hard shoulder of a highway, with a plastic bag or a shirt in the window of the driver's seat. Mostly white or of another "light" colour (the shirt or bag, that is, not the car ;-) ). Anyone know why this is? I've seen two suggestions on Y! Answers. One is "I'll be right back"; the other is "My car broke down and that's the reason it's standing here". Only one of these can be right, surely? .

Answer:
When I took Driver's ed, they told me that if you have to pull over to the side of the car and abandon your car for any reason, you should tie/secure a white cloth to the car (or anything close to white) to signal that the car has been abandoned, but it does belong to someone and it will be retrieved as soon as possible. But it really only applies to pulling over to the side of the road and leaving the car there, not for those who leave their car parked in a parking lot.

Why do used cars appear to be cheaper in New Jersey and New York than Pennsylvania?
Question:
Shopping for 1-2 year old cars, they appear 2-4 grand less in New York state or New Jersey state, than my home state of Pennsylvania -- why?

Answer:
most likely supply is greater than demand in NY /NJ there is a massive supply of used cars

Does anyone know if underbody or underglow lights on cars are illegal in Pennsylvania and Virginia?
Question:
I'm considering getting underbody lights for my car and I live in PA, I know that they're illegal to drive with and have them on, but I wasn't sure if they were illegal even to have attatched to your cars body? I go to school in Virginia and I was wondering the same thing for their regulations. Searching through DOT's million page books on what sort of heaters you can and can not have in your car wasn't a big help, so if anyone knows this or could offer information that would be helpful!

Answer:
not sure about PA but in VA you're allowed to have them but just not on when you're driving, I've seen a lot of people with them at car shows and stuff

How many cars can you own in Pennsylvania?
Question:
Ok, How many cars can 1 person own if they do this as a sideline job? Yes, how many can you have and resell without being considered a car dealer? I thought it was like 5 at a time? But I can't find teh answer anywhere on-line

Answer:
Don't know much about PA, but I've heard in Delaware its only like 4, so I would probably look it up in your state either way its not many, and I'm sure the DMV will probably know that for sure.

In Pennsylvania, can cars with handicap plates or placards legally park in van accessible spaces?

Answer:
Yes.

Pennsylvania has adopted the same strict emissions std as California for cars, will motorcycles be the same?
Question:
will new motorcycles sold in the state of Pennsylvania have the same emission std's as California? Gov. Rendell knows whats best for us,,,, right?

Answer:
If the state of PA has made the same as CA. then yes it will be the same for motorcycles. It's the exhaust they ae worried about. The newer bikes will have to have the catalic converters on them and will have to meet standerds. It also depends on when the bike was built. After a certin age it wont fall into the same catogory as others. also after a certin year built all motorcycles will have to have mufflers. even harleys

Is it illegal to photograph illegally parked cars in the state of Pennsylvania?

Answer:
Not as simple as yes or no. If they are on a public street, yes. If they are in a private parking lot... it's up to the owner of the lot if you can be there. If you can see the cars from a place you are legally able to be, like the sidewalk, then it is legal. The two requirements are that YOU are taking the photos from place that you are legally able to be... public property or your own private property, or other property with the permission of the owner/caretaker, AND, the vehicle is question is visible from the place where you are legally able to be. If the car is parked behind a fence, you can't climb the fence to see it.

I live in New York and there is allot of cars with Pennsylvania plates, whose owners I'm sure also live in NY.
Question:
Is it time that insurance companies correct this fraud? Thanks Montown 8, Lehigh is a great school

Answer:
Probably. Next question please...

Classic cars have to go through emissions in Pennsylvania?
Question:
I have a 1967 Chevy bel air that has straight glass pack exhaust and I dont think it will pass emissions and i just moved to pa but before I get the license plate transferred I want to know if classic or older cars if you will have to go through emissions????

Answer:
As far as I know in 1967 there were no emission regulations. I don't think emission regulations went into effect until mid 70's so you're alright. You don't need catalytic converters if it wasn't originally equipped. EDIT: Here if this helps. I'm not sure what region you are in but this applies to all of them. I took this from the source below. Gasoline-powered motor vehicles with a model year of 1975 and newer with a GVWR of 9,000 pounds or less and registered in an I/M county or region are subject to an emission inspection. Actual test requirements based on make and model, drive system, vehicle weight, etc. The regulations in Title 67 Pa. Code, Chapter 177 shall determine the test type for any individual vehicle.

Why do cars in Pennsylvania have only one lisence plate?

Answer:
Some states don't require a front plate. Georgia does not, as well.
