If you take it to a reputable mechanic, they can look under the hood and read the emissions sticker. It will tell you if the vehicle is a '50 state' vehicle.

There used to be a place called New England Grand Prix on rte 38 in Tewksbury, but I'm not sure if it's still there or not.

It's been twenty years since the RMV unveiled the red, white & blue "Spirit of America" plates, so I can't understand what some of the old plates are still doing on the road. I thought these were being phased out.

You own the plates until you sell the car, like California the old black and yellow plates were phased out 40 years ago, but the status of having the original plates on the car is well worth it.

Are racing harnesses illegal to have in road driven cars in Massachusetts?

Answer:
All seat belts must meet the National Safety Councils requirements. Racing harnesses often do not undergo testing for compliance with these standards. I do not believe their presence is illegal in a street car, but there has to be a "standard" seat belt too. At least that is my understanding or how the law works.

The person backing out is responsible. If the cars were legally parked, then there is really no excuse. The law does state that a person driving needs to maintain control of their vehicle. It is a bad idea to park behind a driveway or road, but not illegal unless posted.

How is the excise amount determined, I understand it is $25 per $1000, but is based on the bluebook value of the car or on how much you owe?

It is determined on blue book value of the vehicle. If you wholly own your car you still have to pay excise tax. After all, just because you finished paying for it does not mean that it no longer uses town roads. I doubt there is a tax break on luxury cars. It is like property taxes on a house. You are assessed according to the value. To give you a break constitues an unfair practice under the laws of the Commonwealth of Massachusetts.
