how can i file a small claims against a tow company in california?

i had my car towed and i picked it up within 24 hours. i was charged for two days of storage. according to california vehicle code, a car if release within 24 hours, regardless of calendar day, it should only be charged for that one day of storage, violator is liable for 4 times the amount of tow and storage to the vehicle owner. this happened in the city of richmond, ca. what are the step i need to do to file a small claim? or can i contact the tow company directly to resovle this before i take them to court?

As you know, CA law AB 2210 says, in part, that consumers who can prove they have been charged illegal or excessive towing or storage fees are entitled to recover four times the amount of those fees in small claims court. Please note, these are condomiums so any noise heard is very minimal.In my 7 months I've received 2 letters, 3 knocks on the door and two phone calls from our leasing office, Also, my leasing office left a VERY detailed message in the general voicemail box of my previous employer. MY ex-coworker called me and said "hey, your landlord keeps calling to complain about noise in your apartment". I am a very quiet natured person, and I know people could understand my frustration when I've done nothing wrong. Each complaint gets put in my file, and after a certain amount I can get EVICTED for something I didn't do. I've even received a complaint for a dog I don't have. I have brought this to the attention of my leasing office and all they say is "okay, I'll let my manager know" OR "I'm sure everyone in your area received a notice" which is complete bullshit because my door is the only with a notice stuffed into the crease. what should I do at this point? The majority of CC residents are in the wealthier areas like Concord, Walnut Creek, etc. The Richmond/Hercules/Martinez area along the bay is nothing but tax revenue, so they can spend the money in the inland wealthy areas. Anyway, to answer your question directly, California's poorest county is Imperial, in the desert east of San Diego and right next to Mexico. I have lived in Los Angeles already, and know it well. I have friends there. Cons- It is extremely expensive and I have no family for 3k miles. My ex lives there, and I still care for him, but believe that another attempt at a relationship would be utterly disastrous. Lots of baggage. It will be super hard to re-establish myself financially, in California. The job market is dismal, and the Uni system is in a crisis. New York: Pros- I adore New York, and prior to establishing this relationship with my now (I guess) ex, I was fully planning on moving there. CUNY was a contender for Uni. I am within a reasonable proximity of my family. It is cheap to fly there and the trip will be short. I am 1.5 hrs away from immediate family in a pinch. I will not require a car. Cons- New York is definitely no cheaper to live in than LA. CUNY is not a phenom school, and wouldn't make grad applications easy. I have no established social life in NYC, and it's notoriously tough to "make it". Out-of-state Tuition (even though CUNY is pretty inexpensive!), and credit issues. and lastly, Florida: Pros- I can kick it at my mom's place. haha. I am in close proximity to the beaches...
